Having moved to Fairfax County in 1959, he was elected Justice of the Peace in 1968, and was active in county politics, running for the Board of Supervisors when Fairfax County had only five districts.   He was also active in the Springfield United Methodist Church, serving in the capacity of Head Usher.  Kelly was a charter member and second President of the West Springfield Rotary Club, which was founded in April, 1980.  Many long-lasting friendships were formed through Kelly's membership in the Springfield Golf and Country Club, which dates back to 1975.  In addition to golf, Kelly enjoyed basketball and baseball, two sports which he coached in Fairfax County during his sons' formative years.  Kelly cherished traditions with family and friends such as spending the first week in August each year in Capon Springs, WV, and being in Williamsburg, VA, for his December wedding anniversary.

Kelly was predeceased by his parents, Norma and Reva Perdue; sisters, Treva P. Toothman and   Nadine P. Cox; brother, The Reverend Jack Perdue; and grandson Daniel Byrne.  He is survived by his loving wife of 46 years Sally Clements Perdue and their two sons, Chad A. Perdue (Amanda) of Savannah, GA, and Todd K. Perdue (Erin) of Burke, VA, his first wife E. Sue Rutherford of Myrtle Beach, SC, and their three daughters, Connie P. Logan of Greensboro, NC; Sherry P. Byrne of Ozark, MO; and       Marjorie P. Green of Waco, TX.  Survivors also include 13 grandchildren, 9 great grandchildren, brother Theodore A. Perdue (Dorothy) of Dumfries, VA, and brothers-in-law Dr. Boyd M. Clements (Linda) of Gloucester, VA, and William S. Clements (Sandra) of Warsaw, VA, as well as numerous nieces and nephews.

A memorial service will begin at noon on Saturday, November 10, at the Messiah Methodist Church, 6215 Rolling Rd., Springfield, VA, followed by a reception at the nearby Springfield Golf and Country Club.  A private internment will take place on a later date at the Milden Presbyterian Church Cemetery in Sharps, VA.
